The main task for the Government of Yulia Tymoshenko is overcoming of crisis.
Already today, due to persistent labor of Prime Minister’s team, the economy demonstrates an incessant growth. The budget for 2010 will become an integral part of the Anti-crisis program, acceptance of which will provide the support for the real the sector of economy and increase of the social standards. Welfare of every Ukrainian is the key purpose of Yulia Tymoshenko’s team. Furthermore, the welfare will depend on the political situation in the country. The victory of Yulia Tymoshenko in the presidential elections will provide for stability, including in the sphere of politics.
Therefore, strategic goals of Yulia Tymoshenko’s team are:
- overcoming crisis
- welfare of every Ukrainian citizen
- restructuring of the main economic branches, preparation for the Euro-2012
- securing the energy independence of Ukraine
- securing the political stability
The tactical tasks for 2010 are:
- Continuation of anti-crisis policy by adopting the Budget for 2010. The government will be secure the implementation of the most effective anti-crisis program for 2010, which would guarantee stability and economic growth.
- A government sets a goal before itself to increase social expenditures, in spite of crisis. Throughout the year there will be a gradual and permanent increase in the minimum wage. At the same time, the support will be provided for the special categories of budgetary workers. In particular, the workers in the health industry, for the first time in 18 years will get an additional payment for a time-in-service, which would result in the average of 20% increase in their earnings. For the teachers of educational establishments of all levels, beginning with kindergartens, secondary schools, boarding schools, vocational schools, etc., the Government has foreseen in the Budget a 22-percent Budget increase of average monthly salary, which will be already realized from January 1st, 2010. In addition, Yuliya Tymoshenko’s team allocates 3 billion hryvnas as a special aid for those pensioners, whose monthly income is less than 1000 hryvnas.
- Main economic task - to direct budget expenditures for the support of the practical sector. A stabilizing fund will be increased by 7 billion hryvnas, which is by 35%, and it will become the source of the support for the real the sector of economy. In total, the stabilizing fund for the Budget-2010 will be 27 billion hryvnas.
- The government will introduce national guarantees for realization of infrastructural projects of reformation of basic industries. In the first place it will be concerned with the development of infrastructure for Euro-2012. The expenditures from the budget, which will be directed for the preparation of championship, which will total 12.3 billion of hryvnas.
- In the Budget Project for 2010, it is foreseen a creation of the special nationwide fund for the energy efficiency and energy savings, which will total 3 billion 205 million hryvnias. These funds will be directed toward modernization and replacement of thermal boiler rooms throughout the country. Furthermore, the funds will be allocated for the construction of new, and largest in Europe Dnestr Hydro-Accumulating Power Plant. Moreover, the construction of additional blocks at the Khmelnitsky Nuclear Power Plant will also be funded. The money will also be directed to other locations, which promote the energy independence of Ukraine.
- The government will substantially increase the expenditures for the modernization and reconstruction of coal industry. A task for the Cabinet of Ministers consists of Ukraine becoming absolutely independent from any country in the world, when it comes to energy resources. In order for this to happen, the government is initiates a multi-directional approach, which calls for the substitution of natural gas with modern technologies of coal incineration. Overall, the expenditures for the support of coal industry in 2010 will increase almost two-fold.
- Another direction of Yulia Tymoshenko’s government is reformation of state housing tax economy. About 1 billion 380 million hryvnias will be allocated for this program, which is about twice the amount of last year.
- There will also be a support of the agricultural sector. Today, Ukraine takes the third place, when it comes to the export of grain. This means that our country is rapidly returning the lost status of world key grain producer. At the same time, in comparison with 2007, the Government will next year increase the expenditures for the support of agrarian business by 43%. In total, the governmental support will be 25.8 billion hryvnas, which us 15% more than in 2009. For the first time, our Governement has filled with resources the Agrarian fund, and Yulia Tymoshenko’s team will increase its amounts in 2010.
- The important task for the Government in 2010 will be an increase in funding of the local budgets. Their expenditures will increase in 2010 by 35 billion hryvnas.
- The change in structure and composition of inter-budgetary relations will allow for the local budgets to be stronger than central budget of the country
