Batkivshchyna Party Leader Yulia Tymoshenko says the decentralization process initiated by the current government did not bring the results expected to the communities, and now there is a policy of forced association of territorial communities that did not receive financial independence and the ability to independently manage processes.
“Communities should have three freedoms, but they are not being fulfilled today. First, communities should freely receive their own and fixed taxes. But today communities practically do not dispose of their own revenues. What kind of decentralization is this?” Yulia Tymoshenko said on the program “Right to Power” on channel ICTV.
The politician said that if you analyze the distribution of the consolidated budget by income – how much the communities receive and how much goes to the state budget, only 20.7% is income that the communities receive to their budget.
“Everything else is taken to the center, and then subventions are sent for medicine, education, etc. Why talk about decentralization if there is no financial freedom?” she said.
The parliamentarian also said that communities do not have the right to full self-government.
“Who makes decisions for the communities? Raion and oblast state administrations manage the processes in the communities! Today, even executive committees have not been created,” said Yulia Tymoshenko.
The Head of the Batkivshchyna Party also stressed that the association of communities in Ukraine often happens compulsorily, which is unacceptable.
“In order to force communities to unite, they took the tax on personal incomes away from rural communities,” the politician said.
The parliamentarian also said that communities can not fully develop, including economically, because the authorities have not created the right conditions for the functioning of small and medium businesses.
“If small and medium-sized businesses can not get affordable loans, then communities can not grow economically,” said the politician.
The Head of the Party also said that appropriate changes should be made to the state budget for 2020 to ensure the functioning of local communities.
“Changes for communities begin with the state budget of Ukraine. If the budget, its indicators and distribution are not deeply changed, then we will have the same result we had during the last 5 years,” said the parliamentarian.
